There are rules, or declarations, and then there are exceptions to the rule. The one who has the authority to make the rule or declaration is the only one with the authority to make the exception; except for, of course, someone with greater authority or power. For example, in John 6:44, Jesus declares the rule, “No man can come to me…”, and then makes the only exception to the rule, “except the Father which hath sent me draw him…”
